Occasionally, the IRS restricts electronic access to taxpayer records. Limitations have been placed on the taxpayer's data for that period to protect the taxpayer. Instead of a transcript, you may see a letter like this:

The most common reason is suspected identity fraud, or the taxpayer has placed a block on that tax period. The transcripts for those periods are not available electronically.
